To rearrange PDF pages, open the file in a viewer or organizer that shows page thumbnails, drag each page to its new position, and save the result as a new file. The method is the same everywhere. Only the menu names change. On a Mac you use Preview, on a Chromebook you use the built-in PDF viewer, and in Adobe Acrobat you use the page thumbnails panel.
Below you will find the exact steps for each, a keyboard route for when dragging is awkward, a check you can run before trusting any online tool with a private document, and a way to build a PDF in the right order from separate files.
TL;DR
- Every method works the same way: show thumbnails, drag a page to a new spot, save a copy.
- Preview on Mac and Chromebook's PDF viewer both reorder pages without extra software.
- No mouse? On a Chromebook, Ctrl+Up and Ctrl+Down move the selected page.
- Before using any online tool, ask where your file is processed. Local, in-browser processing keeps it on your device.
- If your pages sit in separate files or images, put them in order as you combine them.

The idea behind every page reorder
A PDF is a stack of pages, and reordering means changing where each page sits in that stack. You never edit the page itself. You only change its position. That is why the job is quick and why nearly every tool offers it as a thumbnail view.
The workflow has four moves:
- Open the PDF in a tool that can show page thumbnails.
- Select the page, or several pages, you want to move.
- Drag them to the new position, or use a keyboard shortcut.
- Save the result. Keep the original until you have scrolled through the new version.
That last point matters more than it sounds. A reorder can look right in the thumbnail strip and still hide a mistake, such as an appendix that now sits before the page that references it. Scroll through the final file once, top to bottom, before you send it.
Rearrange PDF pages on a Mac with Preview
Preview ships with macOS and handles this job well. According to Apple's Preview guide, you choose View > Thumbnails or View > Contact Sheet, then drag the pages to their new location.
Step by step:
- Open the PDF in Preview.
- Choose View > Thumbnails to show the sidebar, or View > Contact Sheet for a larger grid.
- Click a thumbnail and drag it between two others until it lands where you want it.
- Choose File > Save, or File > Export as PDF if you would rather keep the original untouched.
The Contact Sheet view is the better choice for long documents. Larger thumbnails make it easier to recognize a page by its layout, so you spend less time guessing which page is which.
The same Apple page explains that you can also move a page from one PDF to another by opening both files with thumbnails showing and dragging a thumbnail across. That is handy when you want to pull a single page from one document into another.
Change PDF page order on a Chromebook
Chromebooks include a PDF viewer in the Gallery and Chrome. Google's Chromebook Help says you can change the order of pages by selecting and holding a page in the left column, then dragging it up or down to where you want it.
The same page gives you a keyboard route: press Ctrl+Up to move a page up and Ctrl+Down to move it down. This is useful if you use a trackpad that makes drag-and-drop clumsy, or if you rely on keyboard navigation. Select the page in the left column, then tap the shortcut once for each position you want to travel.
When the page needs to move a long way, such as from page 40 to page 3, dragging is faster. When it needs to shift one or two places, the shortcut is more precise.

Reorder pages in Adobe Acrobat
Acrobat uses the same thumbnail logic. Peachpit's guide to Acrobat describes the sequence:
- Click the Page Thumbnails button in the navigation pane.
- Click a page thumbnail to select it.
- Drag the selected thumbnail until an insertion bar appears between the pages where it should go.
- Release the mouse button to drop the page at its new position.
- Choose File > Save.
Watch for the insertion bar. It is the thin line between two thumbnails that shows exactly where the page will land. If you release before it appears, the page may drop somewhere you did not intend.
Moving several pages at once
Once you have more than a few pages to shift, moving them one at a time becomes tedious. Most thumbnail viewers let you select a group first, then drag the whole group in one motion. In Preview, selecting multiple thumbnails and dragging them together is a standard way to relocate a block, such as a three-page appendix. Apple's guide describes dragging pages, plural, to their new location.
A few habits make bulk moves safer:
- Move the largest blocks first, then fine-tune single pages.
- Work from the end of the document backward, so page numbers you have not yet touched do not shift under you.
- Write the target order on paper first for anything over about 15 pages, for example "intro, 7, 8, 9, 2, 3, conclusion."
- Save under a new name after each major pass, so one wrong drag never costs you the whole job.
Rotating a page while you organize
Pages that came from a scanner or a phone often arrive sideways. Rotation is usually found in the same place as reordering, as a rotate button or menu item near the thumbnails. Fix orientation while you are in the thumbnail view, because it is far easier to spot a sideways page there than when scrolling at full size. The exact button differs by app, so look for a rotate icon in the toolbar or in the right-click menu of a thumbnail.
Splitting or combining parts of pages
Rearranging moves whole pages. If you need the top half of page 3 next to the bottom half of page 5, that is a different job: it needs a page-editing or layout tool, because a page is treated as one unit by thumbnail organizers.
There is a practical workaround when the content is visual. Export the pages as images, crop or arrange them, and rebuild a PDF from the results. Our PDF to JPG tool exports selected pages as images, and JPG to PDF combines JPEG images into a new PDF. Keep in mind that image pages no longer carry selectable text, so use this route for forms, scans and slides rather than for documents people need to search or copy from.

When your pages are in separate files
Sometimes the order problem is really a assembly problem. You have a cover letter, a signed form, and a set of scans, each its own file, and you need one PDF in a specific sequence. In that case it is simpler to build the document in the right order than to fix it afterward.
- For several PDFs, use Merge PDF files without uploading to combine them into one document.
- For photos or scans saved as JPEGs, use JPG to PDF to turn them into a single PDF.
- For anything else around documents, the PDF tools collection groups the related tools in one place.
If a tool has any limits on file size or page counts, they are listed on our tool limitations page, so read it before you start a large job.
Use an online tool without giving up your privacy
A reorder tool often receives your whole document, so it deserves a moment of thought when the file holds contracts, IDs, grades or medical details. Alltoollab's privacy guide suggests four questions before you use any online PDF tool:
- What information does the tool receive?
- Where is the file processed?
- Is it retained afterward?
- Who can access it?
For a tool that claims to work inside your browser, the same guide describes a simple check. Load the tool, disconnect from the internet, and try a small, non-sensitive file. If the operation succeeds offline, that is useful evidence it does not need a server upload.
Local processing is one part of the picture, not a guarantee. The guide points out that someone who can unlock your device, a malicious browser extension, remote-control software, or malware may still reach files or screen contents. A downloaded file can also be copied by backups, a synced Downloads folder, or another application. So keep your device updated, review your extensions, and clear sensitive files from synced folders when you are done.
Our perspective
Most people reorder PDF pages as a small step in a bigger errand: submitting an assignment, sending an application, or sharing a report. The step should be fast, and it should not require a new account or a software install.
That is why we build Fixora's tools to run locally in your browser. Files are processed on your device with no uploads, and there is no sign-up. For a student merging scans into a single submission or a professional assembling a packet from several documents, that removes the two things that slow the job down most: waiting and wondering where your file went.
Our approach to documents is to cover the whole preparation chain. Convert photos with JPG to PDF, join documents with Merge PDF, pull pages out as images with PDF to JPG, and rebuild simple documents with PDF to Word. Each tool does one clear job, and all 40 are free.

Checklist before you send the reordered file
A short review prevents most embarrassing mistakes:
- Scroll the whole file at normal size, not only the thumbnails.
- Confirm the first page is the one you want a reader to see first.
- Check that every page is upright.
- Look for duplicated or missing pages by comparing the page count with your plan.
- Confirm that cross references such as "see page 12" still point to the right content, since reordering does not update typed page numbers.
- Save a copy with a clear name, such as "report-final-reordered.pdf," and keep the original.
Page numbers deserve a special note. If the document has numbers printed in the footer, they were typed or generated by the original layout, and moving pages around does not renumber them. If that matters, fix the numbering in the source document and export a fresh PDF rather than reordering the finished file.
Choosing the right method
| Situation | Best approach |
|---|---|
| One PDF on a Mac | Preview thumbnails or Contact Sheet |
| One PDF on a Chromebook | Drag in the left column, or Ctrl+Up and Ctrl+Down |
| Document already open in Acrobat | Page Thumbnails panel with the insertion bar |
| Pages spread across several PDFs | Merge the files in the order you need |
| Scans or photos saved as images | Convert them with JPG to PDF |
| Half pages or custom layouts | Export as images, arrange, rebuild as a PDF |
FAQ
Can I change the order of my PDF pages for free?
Yes. Preview on a Mac and the PDF viewer on a Chromebook both let you move pages at no cost, and many free browser-based tools offer the same thumbnail view. Check where a tool processes your file before using it with anything sensitive.
How do I move a PDF page without dragging it?
On a Chromebook, select the page in the left column and press Ctrl+Up or Ctrl+Down, as Google's Chromebook Help explains. Other apps may offer cut-and-paste or a move command in the thumbnail's right-click menu.
Will reordering change the page numbers printed on the pages?
No. Printed numbers are part of each page's content, so they move with the page. To renumber, edit the original document and export a new PDF.
Is it safe to reorder a confidential PDF in a browser?
It is safer when the tool processes the file locally instead of uploading it, and you can test that by running a small non-sensitive file with your connection off. Local processing does not protect against malware or a compromised device, so keep your system updated.
